The 66,000 seat stadium is located in the northeast of Spain's capital and will be ready in the summer of 2017 for Atletico's first team.
Los rojiblancos were awarded this year's Copa del Rey on Tuesday as Sevilla face off against Barcelona and Cerezo says the club will be looking for more major club competition finals, along with finals of national and European competitions.
Cerezo told Ondo Cero, "In the first year that we open the stadium, we will surely host the Champions League and Copa del Rey final, We will have the best stadium in the world when it is complete.
"It will still take a few more months to finish, but we are already looking forward to moving in."
Atletico will be hoping to compete in both finals and could be the first team in the modern are to win the Champions League in their own back yard. Bayern Munich came close in 2012 but were ultimately defeated at the Allianz Arena by Chelsea on penalties.
